Public Affairs Specialist

About the role

Vodafone is looking for a Public Affairs Specialist to support the implementation of its public affairs strategy in Portugal. You will help align advocacy work with business priorities and ensure compliance with national and EU regulatory frameworks.

Key responsibilities

• Monitor industry trends and national/EU policy developments, providing senior leadership with risk and opportunity insights.
• Prepare summaries, briefings, presentations and internal updates for decision‑makers.
• Draft consultation responses, position papers and institutional communications.
• Map stakeholders, organise meetings, and follow up on engagement activities.
• Respond to information requests while ensuring compliance and coordinating with internal teams.
• Represent Vodafone in industry associations and meetings with key external stakeholders.
• Deliver timely, accurate research and briefing materials and contribute to effective advocacy outcomes.

Required profile

• Degree in Economics, Law, Political Science or a related field.
• Strong interest in telco and digital policy matters.
• Excellent writing, analytical and research abilities.
• Detail‑oriented with the capacity to manage multiple priorities.
• Collaborative communication style and ability to build stakeholder relationships.
• Experience or willingness to develop expertise in public affairs, regulatory or European affairs.
• Fluent in English and Portuguese, both spoken and written.
