Senior Project Engineer – Land Development

About the role

CPH, a top‑500 multi‑disciplinary engineering and architectural firm, is seeking a licensed Senior Project Engineer to lead land‑development projects for Puerto Rico’s highway authority from its San Juan office. The role blends high‑level technical permitting expertise with hands‑on project management to drive projects from concept through final delivery.

Key responsibilities

• Coordinate and submit all permits, approvals, and documentation for land‑development projects involving highways, bridges, and public works.
• Ensure regulatory compliance with zoning, building, environmental, and special‑use requirements.
• Lead pre‑application consultations, prepare documentation, manage application submissions, and oversee review, hearings, and inspections.
• Deliver projects on schedule, within budget, and to quality standards.
• Mentor and manage project teams, fostering strong relationships with agencies, vendors, and stakeholders.
• Maintain liaison with municipal planning departments and state‑level agencies such as OGPe.

Required profile

• Licensed Professional Engineer (PE) in Puerto Rico.
• 10+ years of experience in land‑development engineering with extensive permitting background.
• Proven experience with the Puerto Rico Federal Lands Access Program and related business portals.
• Demonstrated success managing highway authority projects and navigating municipal permitting processes.
• Strong track record of team leadership and stakeholder engagement.
