Oracle ECE Architect (Charging & Billing Expert)

About the role

1GLOBAL, a global mobile communications provider founded in 2022, is looking for an Oracle ECE and OCOMC expert to strengthen its charging and billing operations. The role sits in the Technology department, works in a hybrid setting and combines technical expertise with training: it teaches the billing team how to handle large volumes of usage events accurately and securely, while keeping OCS monitoring and service availability at a high level.

Key responsibilities

• Act as subject matter expert on Oracle ECE (real-time rating and charging) and OCOMC (offline charging mediation), covering network integration via Diameter, ECE customization, monitoring and configuration, optimization and maintenance of the charging system.
• Integrate charging, mediation and billing systems and take part in designing complex business and technical requirements.
• Contribute to capacity planning, performance tuning and platform evolution.
• Develop and deliver training on maintenance, operation and monitoring of ECE and OCOMC, create documentation and run hands-on workshops.
• Collaborate with IT, Finance and Operations to streamline billing workflows, help troubleshoot discrepancies in rated events, mediation records and invoices, and recommend reporting improvements.
• Improve monitoring tools and methodology; knowledge of building monitoring tools in Grafana, Prometheus and Loki is a must.

Required profile

• Proven expertise in Oracle ECE and OCOMC for 3 years or more.
• Strong knowledge of real-time rating, charging and mediation flows, and of the Diameter protocol.
• Experience with SQL and database query optimization for large datasets.
• Excellent communication and presentation skills, able to train and mentor non-technical staff.
• Understanding of telecom and subscription-based billing models.
• Nice to have: prior experience leading billing teams or training programs, and experience with high-volume event processing in telecom or digital services.
