OFCI Project Manager – Data Centre

About the role

Winthrop Technologies is seeking an experienced OFCI Project Manager to lead the delivery of Owner Furnished, Contractor Installed packages on a large‑scale data centre project in Sines, Portugal. You will own the end‑to‑end process from procurement through installation and commissioning, ensuring alignment with schedule, budget and quality standards.

Key responsibilities

• Take full ownership of all OFCI packages and act as the primary liaison between client‑appointed vendors and internal teams.
• Plan, coordinate and execute OFCI scopes, integrating them with the overall project programme.
• Manage the full lifecycle of equipment – procurement, logistics, delivery, installation, testing and commissioning.
• Lead, mentor and hold the OFCI team accountable for performance and delivery.
• Collaborate with engineering, construction, planning and commissioning disciplines for seamless integration.
• Chair regular stakeholder meetings, drive progress and resolve issues efficiently.
• Monitor project progress, costs, risks and opportunities, implementing mitigation strategies.
• Ensure vendor equipment complies with technical specifications, quality standards and regulatory requirements.
• Manage commercial, contractual and technical risks associated with OFCI packages.
• Maintain health & safety standards, quality procedures and data‑centre security protocols.

Required profile

• Bachelor's or Master's degree in Electrical Engineering or a related discipline.
• Minimum 7 years of experience with M&E contractors or in data‑centre/mission‑critical environments.
• Proven track record of delivering large‑scale projects from design through commissioning.
• Strong leadership, stakeholder management and communication abilities.
• Commercial awareness with experience managing risk, contracts and vendor performance.
