Monitoring, Evaluation & Learning (MEL) Expert for Africa‑EU Space Programme

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and innovation across the African space ecosystem.

Key responsibilities

• Develop and maintain a comprehensive MEL framework, including indicators, baselines and data collection protocols.
• Lead data collection, evidence consolidation and impact assessment for donor‑funded, multi‑partner activities.
• Provide regular analytical reports and learning briefs to inform programme adjustments.
• Collaborate with programme managers, partners and stakeholders to ensure results‑based management.
• Support knowledge exchange and capacity building on MEL practices within the programme.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French or Portuguese is a plus.
