CRI Engineer Manager – CAPEX Projects Lead

About the role

The CRI Engineer Manager leads the planning, execution, governance, and financial control of site‑level CAPEX projects for CPS Puerto Rico, excluding strategic capital initiatives. This role ensures projects are delivered safely, on schedule, within scope and budget, while meeting all regulatory, environmental, and internal standards.

Key responsibilities

• Lead end‑to‑end delivery of non‑strategic CAPEX projects from concept through design, procurement, construction, commissioning, startup, closeout, and asset capitalization.
• Develop and maintain project scopes, schedules, budgets, milestones, resource plans, permitting requirements, and execution plans.
• Support annual capital planning by consolidating needs, preparing estimates, and aligning priorities with management direction.
• Manage annual CAPEX spend, forecasting, reporting, risk identification, and mitigation actions.
• Coordinate internal engineering, operations, finance, quality, safety, environmental teams, as well as contractors and service providers.
• Lead contractor selection, bidding, contract coordination, and performance monitoring.
• Ensure compliance with safety, environmental, quality, legal, and regulatory requirements.
• Maintain project governance, reporting routines, documentation, and change management processes.

Required profile

• Proven experience leading site‑level CAPEX projects in an industrial or construction environment.
• Strong understanding of project governance, financial control, and regulatory compliance.
• Ability to coordinate cross‑functional teams and manage stakeholder expectations.
• Excellent risk management and problem‑solving capabilities.
