Budget Manager

About the role

The Budget Manager oversees the budgeting process for FOMB, ensuring that the annual budget aligns with the Certified Fiscal Plan and that financial planning is accurate across government agencies. This role works closely with senior leadership and department heads to monitor implementation and address fiscal challenges.

Key responsibilities

• Develop, review, and align the annual budget with the Certified Fiscal Plan.
• Coordinate with department heads to collect, consolidate, and analyze budgetary needs, trends, variances, and risks.
• Track liquidity, prepare communications for senior directors and the Board, and provide recommendations on budgetary issues.
• Ensure compliance with financial policies, resolve budget-related problems, and identify cost‑saving opportunities.
• Review and update the Fiscal Plan in collaboration with advisors.
• Mentor staff on operational and financial measures and supervise project milestones.
• Collaborate with communications teams to convey key messages to stakeholders.

Required profile

• Bachelor’s degree in accounting or finance; Master’s degree preferred; CPA certification advantageous.
• 3–5 years of combined experience in government budgeting, financial reporting, and analysis.
• Experience supervising associates or senior associates.
• Strong knowledge of budgeting processes, financial monitoring, and analytical techniques.
