Senior Construction Representative – Fort Buchanan

About the role

We are seeking a Senior Construction Representative to oversee construction activities at Fort Buchanan, Puerto Rico, ensuring compliance with federal specifications and safety standards.

Key responsibilities

• Prepare surveillance reports on all construction phases, verifying workmanship, materials, and methods.
• Support investigations, develop change orders, and assist in contract modifications.
• Conduct detailed inspections, daily site reporting, and monitor progress, safety, and subcontractor manpower.
• Review contractor plans, submittals, schedules, and safety/quality programs for approval.
• Identify issues, recommend changes, and advise on potential delays.

Required profile

• U.S. citizenship with ability to pass a federal background check and drug screening.
• High School Diploma/GED minimum; construction‑related degree preferred.
• At least 7 years of experience in construction contract administration and inspection on large, multimillion‑dollar federal projects (DoD or USACE preferred).

Required skills

• Experience with RMS 3.0 and three‑phase inspection processes.
• Knowledge of OSHA regulations and USACE Safety Manual EM 385‑1‑1.
• Familiarity with NFPA 101, NFPA 70, IPC, NFPA 13, NFPA 72.
• Understanding of HVAC/TAB standards (ASHRAE, AABC, NEBB) and building commissioning.
• Exposure to communications & security systems, welding, painting, metalizing inspections, and HAZWOPER.
