Senior Non‑Key Expert – Digital Connectivity Study for Agriculture (PRIDA II)

About the role

NTU International is recruiting three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The experts will work from the African Union Commission premises in Addis Ababa, with the majority of days performed remotely, and will contribute to strengthening digital connectivity for agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education in AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies.
• Design policy and implementation strategies to promote sustainable digital connectivity, including stakeholder roles and investment frameworks.
• Produce regional and national connectivity profiles, reports and recommendations aligned with AU and national policies.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven experience delivering technical assistance or consultancy on digital infrastructure projects.
