Senior Higher Education Policy & Federal Coordination Expert

About the role

The expert will support the core team of the EU‑funded Higher Education System Strengthening Project II in Somalia, focusing on strengthening coordination, regulation and sustainability of higher‑education interventions.

Key responsibilities

• Provide technical advice on higher‑education policy formulation and implementation in a federal or decentralized context.
• Facilitate multi‑stakeholder consultations across federal and regional authorities.
• Draft legislation, costed implementation plans and monitoring frameworks.
• Analyze political dynamics of Somalia and the Horn‑of‑Africa to inform policy decisions.
• Support the development of coordination mechanisms between federal and regional education bodies.
• Contribute to project reporting and knowledge sharing.

Required profile

• Degree in education policy, public policy, law or a related social‑science field.
• At least 10 years of experience in higher‑education policy formulation, implementation and monitoring, preferably in federal or decentralized settings.
• Proven ability to lead multi‑stakeholder consultations and build consensus.
• Familiarity with Somalia or Horn‑of‑Africa political environment.
• Fluency in English; Somali language skills are a plus.
