Project Manager

About the role

IEM is seeking a full‑time Project Manager to lead the execution of complex, federally funded projects in the Guaynabo area. The role ensures projects align with program goals, comply with HUD CDBG‑DR, NEPA, Davis‑Bacon and other regulations, and are delivered on schedule and within budget.

Key responsibilities

• Manage day‑to‑day project operations, coordinating internal teams (compliance, engineering, finance, construction oversight) and external stakeholders such as sub‑recipients and regulatory agencies.
• Monitor budgets, schedules, and deliverables; produce regular progress, risk, and performance reports.
• Ensure compliance with federal requirements (HUD CDBG‑DR, NEPA, Section 3, Davis‑Bacon, procurement rules).
• Oversee preparation, review, and approval of implementation plans, permitting packages, procurement records, and draw requests.
• Lead coordination meetings, track action items, and maintain documentation for audit readiness.
• Support sub‑recipient performance monitoring and assist in risk identification and mitigation.
• Participate in audits and reviews to verify project accountability.

Required profile

• Minimum five years of project management experience.
• Bachelor’s degree in engineering, architecture, project management, or a related field.
• Fluent written and verbal communication in English and Spanish.
• Experience working with public‑sector entities, municipalities, and government agencies.
• Willingness to work overtime as project demands require.

Required skills

• Proficiency with Microsoft Office Suite.
• Experience using Smartsheet and other project‑management tools.
