Program Manager – Federal Infrastructure & Recovery

About the role

Tetra Tech is seeking a Program Manager to lead the day‑to‑day execution of a high‑profile program supporting the Puerto Rico Department of Housing. The role oversees a multidisciplinary team, ensuring projects meet federal and Commonwealth requirements while delivering tangible benefits to communities.

Key responsibilities

• Lead and supervise daily program operations, aligning activities with contractual obligations and client expectations.
• Manage program schedules, deliverables, budgets, and compliance monitoring.
• Serve as the primary liaison between Tetra Tech, the Puerto Rico Department of Housing, and other stakeholders.
• Identify and mitigate risks, resolve issues, and support strategic decision‑making throughout the project lifecycle.
• Coordinate with technical staff, subcontractors, and external partners to ensure seamless execution.

Required profile

• Proven leadership experience managing federally funded infrastructure, construction, disaster‑recovery, or resilience programs.
• Strong organizational, communication, and stakeholder‑management abilities.
• Demonstrated capacity to maintain compliance with contractual and regulatory requirements.
