OFCI Package Manager

About the role

Winthrop Technologies is looking for an experienced OFCI Package Manager to lead the delivery of Owner Furnished, Contractor Installed equipment packages on a large‑scale data centre project in Sines, Portugal. You will be the technical and process hub, ensuring that all OFCI packages are procured, delivered, installed and commissioned on schedule, within budget, and to the required quality standards.

Key responsibilities

• Act as the primary technical lead for all OFCI equipment packages, coordinating between client‑appointed vendors and project stakeholders.
• Manage the full lifecycle of OFCI packages—from procurement through delivery, installation, and commissioning—ensuring seamless integration with the overall construction programme.
• Lead regular coordination meetings with clients, vendors, and subcontractors to review progress, resolve issues, and maintain clear communication.
• Track and report on OFCI progress, identify risks early and implement proactive mitigation strategies.
• Provide technical oversight to prevent or resolve contractual and operational disputes.
• Verify that all vendor‑supplied equipment meets technical, safety, and quality standards before installation.

Required profile

• Bachelor's or master's degree in electrical engineering or a related discipline.
• Minimum 7 years of experience with an M&E contractor on mission‑critical or large‑scale projects.
• Proven track record of leading complex projects from design through commissioning.
• Strong leadership, problem‑solving, negotiation and decision‑making abilities.
