Construction Oversight Manager

About the role

We are seeking a Construction Oversight Manager to lead a team that monitors construction projects funded under PRDOH’s CDBG‑DR and CDBG‑MIT programs. Based near Guaynabo, Puerto Rico, you will work from our office, travel to project sites, and ensure compliance with grant agreements, environmental clearances, and health‑and‑safety plans.

Key responsibilities

• Supervise construction oversight staff and schedule periodic site visits to verify progress and compliance.
• Develop and maintain construction oversight plans and submit required reports to PRDOH.
• Lead Substantial Completion/Punch List inspections, provide feedback to beneficiaries, and recommend corrective actions.
• Review and recommend certifications for payment and construction change orders.
• Prepare detailed site‑visit reports for the CDBG‑DR ER2 program.
• Validate health‑and‑safety provisions in contracts and ensure alignment with Puerto Rico OSHA standards.
• Confirm that electrical installations meet design specifications and document field changes.
• Update project schedules, budgets, and implementation plans based on field assessments.

Required profile

• Minimum five (5) years of experience in construction management or inspections.
• Bachelor’s degree or higher.
• Bilingual in English and Spanish (oral and written).
• OSHA 30‑hour certification.
• Experience working locally in Puerto Rico.

Required skills

• Ability to generate and update project plans (Gantt charts).
• Knowledge of evaluating certifications for payment.
• Understanding of health‑and‑safety regulations under Puerto Rico OSHA.
