Site Infrastructure Manager – Data Centres

About the role

Turner & Townsend is seeking an experienced Site Infrastructure Manager to lead the planning, coordination and delivery of all temporary and permanent infrastructure for data centre projects in Portugal. You will work closely with contractors, designers, surveyors and local authorities to ensure that site access, utilities and logistics are in place to support construction activities.

Key responsibilities

• Plan, manage and coordinate all site infrastructure and enabling works activities.
• Oversee construction and maintenance of temporary and permanent access roads, haul routes, site entrances, security points, lay‑down areas and welfare facilities.
• Manage campus utilities including water, wastewater, IT routes, electrical ducts, stormwater and related infrastructure.
• Develop and implement site logistics and traffic management plans to ensure safe movement of personnel, equipment and materials.
• Interface with contractors, designers, surveyors, project teams and municipal authorities on infrastructure requirements.
• Conduct daily site progress reviews covering HSE, logistics and programme adherence.
• Monitor infrastructure performance, drive improvements and ensure compliance with health, safety, environmental and quality standards.
• Identify infrastructure‑related risks, develop mitigation strategies and track budgets, progress and resource needs.

Required profile

• Proven experience managing site infrastructure for large‑scale construction or data centre projects.
• Strong knowledge of temporary and permanent works, utilities, road construction and site logistics.
• Excellent coordination skills with ability to work with multiple stakeholders, including local authorities.
• Solid understanding of HSE, permitting, environmental and quality compliance.
