Senior Construction Representative (Fort Buchanan)

About the role

We are seeking a Senior Construction Representative to oversee construction activities at Fort Buchanan, Puerto Rico, ensuring compliance with plans, specifications, and safety standards for federal projects.

Key responsibilities

• Deliver surveillance reports on all construction phases, monitoring workmanship, materials, and methods.
• Inspect and document daily site progress, safety issues, and subcontractor manpower.
• Review contractor plans, submittals, schedules, and safety programs for approval.
• Identify problems, recommend changes, and support contract modification processes.
• Monitor construction schedules and advise the project team of potential delays.
• Assist in investigations and preparation of change orders.

Required profile

• U.S. citizen able to pass a federal background check and drug screening.
• High School Diploma/GED minimum; construction‑related degree preferred.
• Minimum 7 years of experience in construction contract administration and inspection on large, multimillion‑dollar federal projects (DoD or USACE preferred).

Required skills

• Experience with RMS 3.0 and three‑phase inspection processes.
• Knowledge of OSHA regulations and EM 385‑1‑1 USACE Safety Manual.
• Familiarity with construction codes such as Life Safety Code (NFPA 101), National Electric Code (NFPA 70), International Plumbing Code (IPC), and Fire Protection Systems (NFPA 13, NFPA 72).
• Understanding of HVAC/TAB standards (ASHRAE, AABC, NEBB) and building commissioning.
• Expertise in communications & security systems (IT, nurse call, imaging, IDS, PACS), welding, painting, metalizing, and HAZWOPER.
