Project Assistant (Construction & Grant Management)

About the role

IEM is seeking a full‑time Project Assistant to support the Project Manager in administering Community Development Block Grant – Mitigation (CDBG‑MIT) projects. The role involves reviewing applications, conducting risk assessments, and coordinating documentation to ensure compliance with PRDOH requirements.

Key responsibilities

• Perform initial reviews and comments on applications, draw requests, change orders, subrecipient agreement amendments, budget revisions, and closeout packages.
• Conduct risk‑assessment evaluations of CDBG‑MIT eligible projects and prepare reports with recommendations for PRDOH.
• Recommend projects for full development and review subrecipients’ work plans.
• Implement and coordinate environmental review work plans in line with 24 CFR Part 58.
• Review subrecipient construction documentation at 30 % and 90 % development stages, ensuring compliance with special conditions, scope agreements, and cost estimates.
• Prepare and communicate results reports to PRDOH in collaboration with the Project Manager.
• Maintain up‑to‑date knowledge of federal, Commonwealth, and local construction codes applicable to CDBG‑MIT programs.
• Organise and store all project documentation using the PRDOH System of Record.
• Support logistics, communications, presentations, and the preparation and submission of required deliverables to PRDOH.

Required profile

• Bachelor’s degree or higher in Engineering or Architecture.
• Minimum five (5) years of experience in construction project management.
• Fluent verbal and written communication in both English and Spanish.
• Ability to work onsite in Guaynabo and travel as needed.
